John O'Heron at the Window

Aside from not knowing who John O'Heron might be, why is there no one on the street on this apparently sunny day?  And if nothing is happening on the street, what is he looking at while we look at him?  Whatever the case, the painting provides a window perspective to contemplate as a viewer.
