In 1974, in an effort to fight high unemployment, the federal government funded an employment program called the Comprehensive Employment and Training Act or CETA. Among those projects that CETA funded was a series of art commissions in Seattle entitled The Artist in the City?  These watercolors are two of the works that the city received for its collection under that program.
